What would you recommend? Dual boot Windows and Mac mini Mac OS or buy a new Windows machine?

I would use Windows Small development using Visual studio.net (to learn the language). I know I have a dual boot Mac mini is slow down my computer I recommend to get a PC cheap with Windows on it. Thank you.
